Answer:One end is free the other end is perforated so you can tear it from the roll. This product is a large round cylinder of strips. So yes, you can tighten, tear, cut. They are wide. They are perfect. When I wear an updo, I use them every night. The roll lasts forever. If you tighten too much they will break.
